In the Fall of 2011 BTRG and Oracle hosted a performance management thought leadership luncheon and seminar at the Hershey Lodge in Pennsylvania. This event brought together some of the industries foremost experts, such as Anne Spray Kinney, director of consulting and research at the Government Finance Officers Association (GFOA). In addition, we were joined by JD Williams, Director of State and Local Government at Oracle, Terence Farrell, the County of Chester Commissioner, Stephanie Phillips, Managing For Results Project Manager at the County of Chester and John Zook, Director, TrueNorth Performance Management Consulting at BTRG.

Collectively, this group of industry experts and practitioners discussed performance management strategies for state and local governments and school districts. In addition, Terence Farrell, Chester County Commissioner and Stephanie Phillips, Chester County Managing for Results Project Manager, demonstrated how their performance management initiative enabled the County to;

• Improve transparency, accountability and performance
• Align organizational, departmental, program, and activity outcome expectations with budget and staff allocations.
• Improve the effectiveness and efficiency of service offerings
• Achieve higher bond ratings
